Follow the below 3 step procedure :
1. Export
the custom policy from EM to local
2. Unzip
and place the policy file under Jdev owsm path (eg:
C:\Users\hyanamal\AppData\Roaming\JDeveloper\system12.2.1.0.42.151011.0031\DefaultDomain\store\gmds\owsm\policies’)
3. Restart
Jdev.
